For Dresses and Tops we size according to your bust size that results in "size range". This is why you see sizes (8-10) (10-12) (12-14) (14-16) etc.
Through experience we found there are occassions whereby some women who have larger or smaller than average busts (B/C/D) were ordering wrong sizes.
The biggest factor usually involves how far a garment will comfortably stretch.
EXAMPLE:
Let's say we have size 12 top that actually only fits women between 36b - 36d. If a lady who's actual size is 36 E she may be a size 12 for many clothes, however not in this example. She would need choose the next size which would be the 12-14. Likewise if a lady has a 36A bust she would need to choose the 8-10 size. For Garments that we size 8, 10, 12, 14 etc please be aware that these have little stretch value therefore the size you choose should be within the bust size range given.
